President Ferdinand Marcos Jr. has extended the Civil Registration and Vital Statistics (CRVS) Decade in the Philippines until 2030 to strengthen the country’s legal identity system and ensure the timely registration of births and deaths.
Under Proclamation No. 1339, signed by Executive Secretary Ralph Recto on July 6, the extension reaffirms the Philippines’ commitment to the United Nations’ regional CRVS framework and the 2030 Agenda for Sustainable Development.
The proclamation designates the Philippine Statistics Authority as the lead agency to coordinate, oversee, and monitor the implementation of programs under the extended initiative.
While the government cited progress in improving birth and death registration and expanding access to legal identity, it acknowledged persistent challenges, including incomplete registration, limited integration of health and civil registry systems, and the need for greater digitalization.
The proclamation also directs government agencies to support the PSA and encourages local governments, non-government organizations, and the private sector to participate in the initiative.
