Batangas Rep. Leandro Leviste revealed evidence of inflated “allocables” and secret “incentives” given to congressmen during the preparation of the 2026 national budget.
He shared documents showing millions allocated per district and party-list representative for infrastructure projects, as well as additional incentives from agencies like DPWH, DOH, DSWD, DOLE, and DA.
Leviste criticized DPWH and Congress for denying congressional insertions into the National Expenditure Program, despite documents confirming their existence.
He called for transparency, urging that all allocations and incentives be publicly disclosed before ratification of the budget.
Leviste was the lone House majority member to vote against the P6.793-trillion 2026 General Appropriations Bill, citing concerns over secretive incentives.
