As the Senate Blue Ribbon Committee prepares to resume its probe into the flood control scandal, Senate President Pro Tempore Panfilo Lacson revealed allegations that former committee chair Sen. Rodante Marcoleta may have been linked to P500 million worth of infrastructure projects through the controversial “allocables” system.
Lacson said the claim was based on handwritten notes from the late DPWH undersecretary Catalina Cabral and reports he previously heard during Commission on Appointments hearings involving former DPWH chief Manuel Bonoan.
While he noted that requesting allocables is not illegal, Lacson stressed it becomes a criminal issue if the projects involved are found to be substandard or “ghost projects.”
He added that the committee is now reviewing requests from lawmakers and examining flood control projects in Visayas and Mindanao to determine the extent of possible corruption.
Lacson also said the evidence so far suggests no single mastermind behind the anomaly, but rather multiple organized groups operating within agencies and districts.
