Social media users accused him of showing a lack of empathy for residents who have suffered from previous floods and disasters, saying his remarks could encourage complacency rather than preparedness.
Critics stressed that leaders in disaster-prone areas should promote “calm preparedness” and proactive measures, not fatalism, to ensure community safety.
Albano, who was on official travel leave at the time, dismissed the online backlash, saying he does not read public comments.
His former provincial administrator defended him, describing the governor’s response as realism and steady leadership in the face of inevitable storms.
