Senate President Sherwin Gatchalian defended Sen. Risa Hontiveros’ line of questioning in the impeachment trial of Vice President Sara Duterte, saying her queries addressed the core issues of the case despite being raised ahead of the trial’s prescribed sequence.
He said senator-judges have broad authority to ask questions but emphasized that impeachment proceedings must follow a structured process, with evidence and testimony presented before conclusions are drawn.
Gatchalian also downplayed the numerous objections and procedural debates that have slowed the trial, describing them as normal during the early stages and expressing confidence that proceedings would accelerate.
After three trial days, only one witness has testified out of an estimated 90 trial days, prompting the Senate to consult both the prosecution and defense on ways to expedite the case.
He likewise said there is currently no basis to compel Duterte to appear before the court, noting that no subpoena has been issued and that the Supreme Court has not halted the impeachment proceedings.
