Senator Francis “Chiz” Escudero has filed a bill seeking to overhaul the country’s product regulatory system by transferring some Food and Drug Administration (FDA) functions to other government agencies.
Senate Bill No. 2310 aims to streamline regulations, reduce delays, and strengthen consumer protection through a science-based and risk-based framework.
Under the proposal, raw and unprocessed food products would be regulated by the Department of Agriculture, while processed food, cosmetics, and other consumer goods would fall under the Department of Trade and Industry.
Escudero said the reforms would assign regulatory duties to agencies with the proper expertise while improving coordination and avoiding duplication.
He added that the changes are needed to address evolving products, technology, and emerging public health risks.
