Bagong Henerasyon Party-list Rep. Robert Nazal questioned the Commission on Higher Education (CHED) over its alleged failure to act on 400 scholarship beneficiaries recommended by his office.
He also raised complaints about solo parents being denied scholarships for their children under the Expanded Solo Parents Welfare Act.
Nazal noted that the Tulong Dunong Program had a P2.057-billion budget in 2025 but recorded no obligations or disbursements.
CHED Chairperson Shirley Agrupis said the agency relies on beneficiary lists submitted by lawmakers.
Nazal argued that student financial assistance should be politically neutral and urged CHED to use available funds for students in need.
