The Philippines is planning its first coal-blending facility to reduce supply risks amid Indonesia’s expected coal export restrictions.
Energy Secretary Sharon Garin said the government is seeking private investors to build the facility, with the DOE overseeing the project.
The facility would blend local low-grade coal with imported coal to meet power plant requirements and reduce reliance on Indonesia, which supplies 95% of the country’s coal.
Mindanao is being considered as a pilot site, although the facility may not be ready before Indonesia’s expected January 2027 export tightening.
The government is also exploring coal suppliers from Australia, Russia, and South America to fill potential supply gaps.
