The Senate impeachment court formally opened the impeachment trial of Vice President Sara Duterte, with Sen. Francis Escudero elected as presiding officer and declaring that a conviction requires at least 16 affirmative votes, or two-thirds of the 24-member Senate.
Escudero pledged to uphold fairness and impartiality throughout the proceedings, while emphasizing that impeachment should not be used for political retaliation or public spectacle.
A debate arose over his appointment as presiding officer, with some senators arguing that the Senate president should lead the trial, while others maintained that the Constitution does not specifically require it.
The trial also faces logistical issues after the arrests and detention of Senators Rodante Marcoleta and Jinggoy Estrada, while Sen. Ronald dela Rosa remains absent, prompting discussions on whether detained senator-judges should be allowed to participate.
Meanwhile, Malacañang said President Ferdinand Marcos Jr. will not closely monitor the proceedings, stressing that he remains focused on his official duties.
