The Commission on Elections warned that an ambiguous and loophole-prone anti-political dynasty law would be difficult to implement, especially in areas with electoral violence.
Comelec Regional Director Renato Magbutay said a law must be clear, ironclad, and easy to understand for both officials and the public to ensure effective enforcement.
He added that with proper inter-agency support from the Philippine National Police and Armed Forces, the Comelec can enforce the law even in challenging regions like BARMM.
Senators Risa Hontiveros and Kiko Pangilinan stressed that Congress must craft a loophole-free law, but political will is also essential for effective implementation.
Hontiveros emphasized that fighting political dynasties is crucial to reducing corruption and poverty, noting that family-controlled politics often hides wrongdoing and limits wealth distribution.
