Akbayan Party-list Rep. Chel Diokno has filed House Bill No. 9891, or the Paternity and Parental Leave Act (PAPA Leave Act), seeking to expand paid paternity leave from the current seven days to a total of 105 days.
The proposed measure grants fathers 90 days of paid leave for live childbirth, 60 days for miscarriage or emergency termination of pregnancy, and an additional 15 days of parental leave that may be used within a year after childbirth.
The bill also broadens eligibility to include non-marital fathers, alternative caregivers, informal workers, and qualified voluntary Social Security System members, while providing reimbursement for private employers through the SSS.
It also strengthens employee protections by prohibiting discrimination against workers who avail of the leave and imposing penalties on employers who violate the law.
Diokno said the proposal aims to promote shared parenting, gender equality, stronger family bonds, and better child development by encouraging fathers to take a more active role in childcare.
