The Department of Agriculture (DA) is finalizing a bill to restore certain powers of the National Food Authority (NFA) to support the Marcos administration’s P20 per kilo rice program until 2028.
Agriculture Secretary Francisco Tiu Laurel Jr. said the bill aims to strengthen food security by allowing the NFA to better manage price volatility and supply disruptions.
The draft, requested by Speaker Martin Romualdez, seeks to amend the Rice Tariffication Law to grant the NFA regulatory authority over rice distribution, buffer stocks, and marketing.
It also plans to set a floor price for palay and enhance support for farmers’ cooperatives and rice processing recipients.
Additionally, the bill will refine DA-led rice importation protocols to ensure quick responses to supply shortages and price spikes.
