The Cybercrime Investigation and Coordinating Center has filed a criminal complaint against Jeryll Harold Respicio for alleged inciting to sedition, rebellion, and unlawful utterances over social media broadcasts calling for a “revolution” against the government.
The complaint was filed before the National Bureau of Investigation, which said Respicio would be subpoenaed to explain his side before the case is elevated to the Department of Justice.
Authorities cited videos where the vice mayor allegedly asked viewers if they were willing to die in a revolt against the government.
Officials said the case stemmed from efforts to monitor online speech that crosses into incitement, stressing it was not aimed at suppressing political expression.
Respicio, who has yet to formally respond, is also facing earlier cybercrime charges linked to claims about manipulating automated election machines.
