Parañaque Rep. Brian Raymund Yamsuan urged the Senate to pass the proposed National Land Use Act, saying it could help address the country’s recurring flooding problem.
He said a unified, science-based land use policy is needed instead of relying on localized flood-control measures.
The House approved the measure in May, but its Senate counterpart remains pending.
Yamsuan said the law would prevent development in high-risk areas and require the use of hazard maps, geospatial data, and environmental assessments in land-use planning.
He also proposed studying the behavioral, environmental, and historical factors of flood-prone communities to develop more effective solutions.
