House Deputy Minority Leader ACT Teachers Rep. Antonio Tinio dismissed former lawmaker Zaldy Co’s claim that he is a victim of the alleged flood control and infrastructure project anomalies.
Tinio said Co’s companies were the main beneficiaries of the projects during his tenure as chair of the House Committee on Appropriations, calling him “no victim.”
While acknowledging Co may fear being made a scapegoat amid public pressure for accountability, Tinio stressed that the allegations deserve scrutiny.
Co claims President Marcos, through DBM Secretary Amenah Pangandaman, ordered the insertion of ₱100 billion in the 2025 budget, with ₱25 billion allegedly going to the President.
Tinio noted that some projects cited by Co were found in the General Appropriations Act but not in the National Expenditure Program, confirming that insertions occurred and warrant deeper investigation.
