TINIO: P24-B ‘LEADERSHIP FUND’ PART OF MARCOS-SIGNED BUDGET

Deputy Minority Leader Antonio Tinio criticized Malacañang’s claim that President Marcos was unaware of the P24-billion “leadership fund” allegedly allocated for senators’ projects under the 2025 DPWH budget.

Tinio said Marcos prepared and signed the national budget and therefore could not simply deny knowledge of the fund.

Malacañang maintained that Marcos and his economic team were unaware of any internal arrangement among DPWH officials.

Tinio argued that former Public Works Secretary Manuel Bonoan, who allegedly oversaw the funds, was Marcos’ appointed Cabinet official and therefore his alter ego.

He called for accountability and transparency over where the alleged leadership fund went.
