Parañaque City has passed an ordinance requiring hospitals and medical institutions to recognize health care proxies under its “Right to Care” policy.
The measure, approved on third reading on April 30, allows patients to designate a trusted person to make medical decisions for them if they become incapable.
It also extends recognition to partners in LGBTQ+ relationships and individuals in non-traditional households.
Parañaque becomes the third local government unit in Metro Manila to adopt such a policy, following Quezon City and San Juan City.
The ordinance includes penalties for non-compliant hospitals and tasks the city health office with overseeing the registration of health care proxies.
