The Department of Labor and Employment (DOLE) has ordered the owner and contractor of the collapsed nine-story building in Angeles City, Pampanga, to pay P11.4 million in labor-related fines and administrative liabilities.
The penalties stem from labor standards violations and breaches of the Occupational Safety and Health Standards Act following the collapse that killed 30 workers.
DOLE found unsafe working conditions, including the lack of protective equipment, fake safety personnel certificates, and continued work despite a work stoppage order.
The agency also said the workers were underpaid and denied proper wages and benefits.
Labor Secretary Francis Tolentino added that a DOLE regional official and several labor inspectors will face administrative cases over lapses in enforcing labor laws.
