The Department of the Interior and Local Government (DILG) on Wednesday, May 27, asked the Department of Justice to issue a hold departure order against the owner and contractor of the nine-storey building that collapsed in Angeles City, Pampanga.
DILG Secretary Juanito Victor “Jonvic” Remulla said owner Ernest Jackson Lim and contractor Joel Young have not coordinated with authorities despite being summoned, as investigations and rescue operations continue.
He stressed that investigators are still gathering facts and have not yet determined liability, while the Philippine National Police-Criminal Investigation and Detection Group has been ordered to summon the two for possible criminal negligence.
Authorities are also looking into the possible accountability of local officials and reviewing reports from various agencies, including safety compliance issues linked to the construction project.
Remulla added that rescue efforts are being carried out cautiously due to the unstable structure, which remains at risk of further collapse.
