A group of minority senators has urged Sen. Ronald dela Rosa to voluntarily surrender to authorities as he continues to stay inside the Senate to avoid arrest under an International Criminal Court (ICC) warrant.
In Senate Resolution 395, Minority Leader Vicente Sotto III, Francis Pangilinan, Panfilo Lacson, Risa Hontiveros, and Bam Aquino stressed that parliamentary immunity does not cover serious offenses such as crimes against humanity.
They cited the 1987 Constitution, Senate rules, and Republic Act 9851, arguing that no provision allows the Senate to provide sanctuary or protection from lawful arrest.
Former senator Leila de Lima also called on dela Rosa to surrender, saying lawmakers are not exempt from accountability and recalling her own arrest in 2017.
Meanwhile, the Palace, PNP, and AFP affirmed that law enforcement actions will follow legal processes as security was tightened around the Senate complex.
