Surigao del Norte 1st District Rep. Francisco “Lalo” Matugas said records of the Mahayhay-Tuburan Road project can establish who was involved in selecting the contractor, implementing the project, certifying its completion, and processing payments.
His statement came after the Office of the Ombudsman discussed its preliminary investigation involving him and his son, former congressman Francisco “Bingo” Matugas II, over the road project.
The Matugases have submitted their counter-affidavits and said they are prepared to have the complete documents and evidence examined.
Matugas acknowledged that Boometrix Development Corp.’s principal shareholders are relatives of the Matugas family but stressed that family ties do not establish participation in the government project.
He said official government and corporate records should determine the actual roles of those involved and clarify any issues regarding the project’s implementation, certifications, and payments.
