Surigao del Norte 1st District Rep. Francisco “Lalo” Matugas denied involvement in alleged irregularities surrounding the Mahayhay-Tuburan Road project.
In a counter-affidavit filed with the Office of the Ombudsman, Matugas said he did not sign any project-related documents and was out of public office during much of the project’s implementation and payment period.
He also denied participating in the preparation, review, or approval of project documents, disbursement vouchers, inspection reports, and certifications.
Matugas clarified that a 2025 real estate mortgage involving him and his wife only secured a loan for Boometrix Development Corporation and did not establish his participation in the project or the company’s management.
He maintained that he was neither a stockholder nor an officer of Boometrix, did not receive project proceeds, and asked the Ombudsman to dismiss the complaint.
