The Independent Commission for Infrastructure (ICI) recommended administrative and criminal charges against eight lawmakers and their partners, dubbed “cong-tractors,” who controlled 1,300 government infrastructure projects from 2016 to 2024.
ICI Chairman Andres Reyes Jr. said the individuals allegedly used their positions or family ties to secure contracts from the Department of Public Works and Highways.
The lawmakers identified include former Ako Bicol Rep. Zaldy Co, CWS Party-list Rep. Edwin Gardiola, USWAG Ilonggo Rep. James Ang, PUSONG PINOY Rep. Jernie Nisay, Bulacan 2nd district Rep. Agustina Pancho, Cagayan 3rd district Rep. Joseph Lara, Surigao del Norte 1st district Rep. Francisco Matugas, and Tarlac 3rd district Rep. Noel Rivera.
Reyes stressed that the practice violates the Constitution, anti-graft laws, and the oath of public officials, warning that it undermines public trust.
He urged an end to the culture of lawmakers benefiting from government contracts, emphasizing that public office should not be used for personal gain.
