The International Criminal Court has publicly released a 16-page arrest warrant against Philippine Senator Ronald “Bato” dela Rosa, accusing him of crimes against humanity linked to killings during the Duterte administration’s anti-drug campaign.
The ICC said there are “reasonable grounds to believe” that Dela Rosa acted as a co-perpetrator in a coordinated plan that led to at least 32 deaths between 2016 and 2018, citing his role as former police chief and key policy implementer.
The court alleged that Dela Rosa’s actions, including issuing operational orders and making public statements supporting anti-drug operations, contributed significantly to the alleged crimes.
It also noted that an arrest warrant was issued instead of a summons due to concerns that he would not cooperate with proceedings.
The warrant was originally issued under seal in November 2025 and was made public on May 11, 2026.
