The House Committee on Information and Communications Technology is finalizing a bill to protect mobile users from unsolicited calls, texts, and emails.
The proposed “No Call, No Text, No E-Mail Registration Act” consolidates four pending bills and aims to shield consumers from marketing, scam, or hoax communications.
Under the bill, the National Telecommunications Commission will create confidential registries allowing users to opt out of unwanted digital messages, with access strictly controlled.
The measure also introduces a “Negative Option” feature, enabling recipients to immediately stop receiving calls, texts, or emails from specific senders.
Additionally, the committee is working on a broader consolidated bill covering cybersecurity and critical information infrastructure protection.
