The Bureau of Internal Revenue (BIR) is developing a digital track-and-trace system using QR codes to help consumers and regulators verify the authenticity of vape products and other excisable goods.
This initiative aims to combat the widespread smuggling and sale of unregulated vape products that evade taxes and pose health risks.
BIR Commissioner Romeo Lumagui Jr. highlighted the challenge of enforcement, as many retailers unknowingly sell counterfeit items, and the shift from cigarettes to vaping complicates tax collection.
The system is expected to recover lost revenues and support both government enforcement and compliant businesses.
The BIR is also encouraging public participation through reporting channels and incentives to strengthen efforts against the illicit vape trade.
