The Anti-Red Tape Authority (ARTA) reported that the Land Transportation Office (LTO) and Social Security System (SSS) were among the most complained-about government agencies as of March 2026, based on a total of 152 and 156 complaints, respectively.
Most of the cases involved delays, additional requirements, and violations of the Citizens’ Charter, with the majority already resolved or closed.
ARTA Secretary Ernesto Perez said the agency continues to work with government offices to improve services, stressing that they are partners in reform rather than adversaries.
He also noted a significant drop in red tape cases and said over 90% of complaints are resolved, reflecting faster action by agencies.
ARTA is also pursuing digital reforms, including an AI system and centralized business portals, to improve efficiency and attract investments.
