The Department of Education (DepEd) has ordered Bagong Silangan High School in Quezon City to fast-track its investigation into a bullying incident that went viral online, where a student was dragged to the floor and had her hair pulled by classmates.
DepEd confirmed that the school’s Child Protection Committee will lead the probe while ensuring that all parties involved are heard, and that support is provided to both the victim and the aggressors.
Under the Anti-Bullying Act of 2013, schools must implement measures including investigations, interventions, disciplinary actions, and educational efforts, with criminal liability for minors guided by the Juvenile Justice and Welfare Act.
DepEd also emphasized that victims can seek damages from bullies’ guardians under civil law, while schools that fail to act properly may face sanctions.
The incident comes amid rising bullying cases in public schools, with over 7,700 cases reported in the 2022–2023 school year, prompting calls to amend the law’s implementing rules.
