Senators Pia Cayetano and Risa Hontiveros clashed during plenary deliberations over proposed amendments to the Anti-Hospital Detention Law.
Cayetano questioned provisions exempting indigent patients from signing promissory notes, citing possible financial burdens on private hospitals.
Hontiveros explained that alternative guarantees and government support would protect hospitals while ensuring indigent patients are discharged.
After the debate, Hontiveros agreed to revise the bill’s language by replacing the term “promissory note” with “guarantee note” to avoid confusion.
Senate President Sherwin Gatchalian also called for further review of the amendments to clarify the measure.
