During the Senate impeachment trial of Vice President Sara Duterte, Senator-judge Robin Padilla claimed that communist groups recruit members from universities while questioning former Commission on Audit auditor Roderick Wamil about the use of confidential funds.
Padilla also linked the issue to the Department of Education, although universities in the Philippines are under the jurisdiction of the Commission on Higher Education.
Wamil declined to comment on Padilla’s assertions, saying they were outside the scope of his duties as an auditor.
Padilla also questioned Wamil’s familiarity with conditions in the Bangsamoro Autonomous Region in Muslim Mindanao and the justification for confidential fund spending.
Wamil clarified that his role was to evaluate liquidation documents and not to conduct investigations into confidential fund operations.
