The Commission on Audit (COA) has ordered the Philippine Health Insurance Corporation to pay P5.87 million to Catalina Security Agency for security services rendered in 2023.
The payment covers services provided from April to July 2023, after PhilHealth declined to extend the original contract beyond March 2023.
COA ruled that, even without a valid contract extension, CSA deserves compensation under the principle of quantum meruit, as PhilHealth benefited from their services.
The audit body emphasized that denying payment would allow PhilHealth to unjustly enrich itself at the expense of CSA.
The decision was signed by COA Chairperson Gamaliel A. Cordoba and Commissioners Roland Cafe Pondoc and Mario G. Lipana.
