The Manila local government is enforcing the “Anti-Balaclava” Ordinance, which prohibits wearing face-covering items such as balaclavas, hoodies, helmets, and masks inside commercial and government establishments, and when away from motorcycles.
Signed on Nov. 3 by Mayor Francisco “Isko Moreno” Domagoso, the ordinance aims to strengthen security and make it easier to identify individuals committing crimes.
Exceptions include health-related face masks, religious headgear, law enforcement duties, and temporary stops while riding.
Refusal to remove prohibited headgear when asked by authorities is also punishable.
Violators face fines ranging from P1,000 to P5,000, possible imprisonment, and potential driver’s license revocation for repeated offenses.
