Both local governments also activated disaster response measures, including inspections of evacuation centers, relief supplies, pumping stations, and drainage systems.
Officials placed emergency response teams on heightened alert and coordinated with barangays for possible evacuations in high-risk areas.
Residents were advised to monitor official weather advisories and follow safety precautions.
Meanwhile, face-to-face classes in Caloocan, Malabon, and Navotas were suspended due to continuous rains.
