Rep. Juan Carlos Atayde filed House Bill No. 5489 to promote digital payments for government and merchant transactions, aiming to modernize operations and boost transparency.
He noted that digital retail payments now account for 57.4% of transactions in the Philippines, reflecting growing public preference for faster and safer payment methods.
The bill seeks to reduce reliance on cash, which slows service delivery, increases administrative burdens, and limits financial inclusion in underserved areas.
It also proposes an institutional framework for accessibility, interoperability, consumer protection, and improved internet access to ensure all sectors benefit.
Atayde emphasized that adopting digital payments will strengthen governance, deepen financial inclusion, and accelerate the country’s digital economy.
