Senator Joel Villanueva has re-filed his priority bill in the 20th Congress, seeking to end contractualization, a practice known as “endo” that denies workers security of tenure.
The proposed Security of Tenure and End of Endo bill aims to amend the Labor Code to prohibit labor-only contracting, which involves outsourcing workers for tasks directly related to a company’s core business without proper regularization.
Villanueva emphasized that the bill, endorsed by the Department of Labor and Employment, will simplify enforcement and reduce legal ambiguity while allowing tripartite councils to assess job relevance and address outsourcing concerns.
The senator highlighted that granting regular employment status will boost worker productivity and innovation.
He remains optimistic about gaining support from both lawmakers and Malacañang for the bill’s swift approval.
