Senator Joel Villanueva has filed Senate Bill 2313, which seeks to establish a unified national system for career progression and skills crediting to help Filipino workers advance professionally.
The proposed Career Progression and Specialization Program and Credit Accumulation and Transfer System (CPSP-CATS) would provide structured pathways for specialization, certification, and career growth.
The bill also tasks the Professional Regulation Commission, in coordination with the Civil Service Commission, to develop career progression programs for all regulated professions and recognize transferable skills and learning credits.
Villanueva said the measure aims to address gaps in the current professional development system and improve workforce competitiveness.
He added that the proposal seeks to create more opportunities for workers while helping address unemployment and underemployment in the country.
