Zambales 1st District Representative and House Deputy Speaker Jay Khonghun filed House Bill No. 8652, or the “Tollway Fee Reduction Act,” seeking to ease the burden of rising fuel prices on motorists and commuters.
The proposed law aims for a phased reduction of toll fees, targeting up to 70 percent within five years.
It includes full toll exemptions for Class 3 vehicles carrying essential goods, public utility vehicles, and off-peak travel to encourage nighttime logistics and reduce daytime congestion.
Khonghun said high fuel costs combined with toll charges worsen inflation, limit economic mobility, and strain the public’s welfare.
The bill is designed to lower commuter fares, stabilize essential goods prices, and improve traffic flow across tollways.
