Several lawmakers have filed bills in the House of Representatives seeking to abolish system loss charges on electricity bills following President Ferdinand Marcos Jr.’s call to end the practice.
Navotas Rep. Toby Tiangco and Bagong Henerasyon Rep. Robert Nazal filed separate measures that would prevent distribution utilities from passing system loss costs on to consumers, with Nazal’s proposal also removing the value-added tax on the charge.
House Energy Committee Chair Jose Alvarez, meanwhile, is seeking an inquiry into the issue before any amendments are made to ensure the policy is fair and transparent.
The proposals would amend the Electric Power Industry Reform Act (EPIRA) of 2001, which currently allows utilities to recover a portion of system losses through consumers’ monthly bills.
Power industry officials, including Meralco, said technical system losses are unavoidable and warned that removing the charge raises questions about who will bear the associated costs.
