Leyte Rep. Richard Gomez has filed House Bill No. 11675, or the proposed Electricity System Loss Consumer Protection Act, seeking to prevent power consumers from paying for losses caused by electricity theft, illegal connections, faulty meters, and utility inefficiencies.
The measure seeks to limit system-loss charges to verified and unavoidable technical losses within limits set by the Energy Regulatory Commission (ERC).
It would also require utilities to prove their claimed losses through independent audits, transparent accounting, and proper metering.
Under the proposal, consumers would automatically receive refunds or bill credits for excessive system-loss charges within three billing cycles, without filing separate applications.
Utilities that submit false reports, conceal information, or fail to issue required refunds could face administrative sanctions and possible civil or criminal liability.
