Navotas City Rep. Toby Tiangco said a recent Supreme Court ruling on national budget provisions vindicated his long-standing calls for transparency and accountability in government spending, including Congress’ own budget.
The high court declared unconstitutional the ₱449.5-billion increase in unprogrammed appropriations in the 2024 national budget and the ₱17.99-billion increase in the Department of Public Works and Highways’ Special Road Fund in the 2025 budget.
Tiangco said the ruling echoed his concerns over undocumented budget changes, excessive spending discretion, and irregularities in flood control projects.
He also criticized the transfer of foreign-assisted projects to unprogrammed appropriations, which he said increased discretionary funds and raised corruption risks.
Tiangco called for open budget deliberations, transparent bicameral proceedings, proper documentation of spending changes, and stricter oversight to ensure public funds benefit Filipinos.
