Russian Foreign Minister Sergey Lavrov assured ASEAN envoys, led by Philippine Ambassador Igor Bailen, of Russia’s readiness to help the regional bloc address its oil crisis caused by the Middle East war.
During a meeting in Moscow, Lavrov discussed developments in the Middle East and offered support for ASEAN countries’ immediate energy needs, including oil.
He also emphasized Russia’s commitment to ASEAN centrality and to regional security cooperation grounded in international law and equality.
The Philippines recently secured nearly 2.5 million barrels of Russian crude to replenish dwindling fuel reserves amid record-high fuel prices.
Both sides highlighted the 35-year ASEAN-Russia partnership and looked forward to adopting the 2026–2030 Plan of Action to strengthen cooperation in trade, energy, technology, and other areas.
