Civic organizations and church groups have filed plunder and multiple criminal and administrative complaints against Vice President Sara Duterte and former DepEd and OVP officials, accusing them of illegally diverting confidential funds.
The complaint, submitted to the Office of the Ombudsman on December 12, alleges Duterte orchestrated parallel schemes within the OVP and DepEd to misappropriate a total of P612.5 million.
The respondents face charges including plunder, bribery, graft, malversation, betrayal of public trust, and culpable violation of the Constitution.
Complainants said the alleged acts were deliberate, coordinated, and exceeded the P50-million threshold for plunder under Philippine law.
The filing was made by civil society members and clergy, including prominent figures like Fr. Flavie Villanueva and activist priest Robert Reyes, who urged Duterte to face the accusations in court.
