The Philippine Ports Authority (PPA) plans to build a P5-billion dedicated cruise ship terminal on Manila Bay before the end of the Marcos administration to boost tourism and attract high-spending visitors.
The agency is currently identifying a suitable two-hectare site along the bay, with help from government landowners like the Philippine Reclamation Authority.
Once completed, the terminal will replace the temporary facilities at Pier 15, offering standard amenities, dining, shopping, and leisure options inspired by Hong Kong’s Ocean Terminal.
The PPA intends to operate the terminal but plans to hand over maintenance and commercial operations to the private sector to generate revenue.
The project aims to make Manila a cruise-friendly destination, as cruise arrivals in the Philippines have already risen to 157,147 tourists from January to October, surpassing last year’s total.
