The ICC Office of the Prosecutor and the Office of Public Counsel for Victims (OPCV) have urged the Appeals Chamber to dismiss former President Rodrigo Duterte’s appeal challenging the Court’s jurisdiction over him. Duterte’s defense argued four grounds for appeal, including claims that the Pre-Trial Chamber erred in law and that the ICC lacks authority after the Philippines’ withdrawal from the Rome Statute. Both the Prosecutor and OPCV countered that the appeal fails to demonstrate any legal error and merely repeats previously rejected arguments. The OPCV emphasized that the Philippines’ voluntary surrender of Duterte earlier this year supports continued ICC jurisdiction. Duterte faces trial for alleged crimes against humanity linked to his anti-drug campaign during his presidency and tenure as Davao City mayor.
