The government is seeking private sector support to develop three offshore wind terminals that could cost up to P18 billion, with the Philippine Ports Authority (PPA) finalizing the projects’ construction framework.
The first project, a P2.27-billion offshore wind terminal at the Port of Mercedes in Camarines Norte, is temporarily on hold as the PPA completes site documents, but is expected to begin construction this year.
The agency is also looking for a private partner to help finance the P3.6-billion Port of Sta. Clara project in Batangas through a public-private partnership scheme.
Meanwhile, the proposed Port of Currimao offshore wind terminal in Ilocos Norte, estimated to cost over P12 billion, faces greater challenges due to its size and the need for floating turbine technology.
Despite delays, the PPA remains confident the country can generate its first offshore wind power by 2028, while the Department of Energy narrows bidders for the country’s first offshore wind auction.
