The Department of Health (DOH) identified 300 super health centers as incomplete and non-operational out of 878 funded under its Health Facilities Enhancement Program.
Only 196 centers are ready for use, 17 are partially operational, and 365 are still under construction.
Health Secretary Teodoro Herbosa said local governments are responsible for utilities like power and water, which affect the centers’ operations.
The DOH is investigating delays and inefficiencies, with plans to convert these centers into urgent care facilities or run them through public-private partnerships.
The agency also launched a Citizens Participatory Audit to encourage public reporting of issues related to inactive health centers.
