Interior Secretary Jonvic Remulla urged Congress to strengthen gun laws by imposing tougher criminal liability on gun owners after the deadly school shooting in Tacloban City.
He said current laws are insufficient because the minors involved used firearms owned by relatives, leaving the gun owners facing only limited civil or administrative liability.
Remulla called for revisions to firearm ownership rules to penalize the illegal transfer or misuse of registered guns.
The shooting, which left three students dead and 20 others injured, involved a service pistol issued to a police officer and another firearm owned by a former security guard.
Authorities are continuing to investigate how the suspects gained access to the weapons.
