A long-time aide of a former Department of Public Works and Highways official, Roberto Bernardo, testified before the Sandiganbayan that he delivered multiple boxes and suitcases allegedly containing cash to several government personalities linked to anomalous flood control projects.
He claimed that 12 sealed boxes were delivered to the family compound of former senator Ramon Revilla Jr. in Cavite in February 2025, and similar deliveries were made to other officials, including senators and former DPWH officials.
The witness said he initially did not know the contents were money and only learned this after the scandal surfaced.
His testimony supports earlier claims of large cash deliveries tied to flood control projects made before the 2025 elections.
The accused officials have not yet responded in detail in the report, while another key witness was excused from testifying due to medical reasons.
