The House of Representatives approved House Bill 11430, which sets clear criteria for declaring a state of imminent disaster and outlines government response mechanisms.
The bill allows the President and local chief executives to declare such a state for areas affected by natural or man-made disasters, epidemics, or other emergencies based on guidelines from the National Disaster Risk Reduction and Management Council (NDRRMC).
It requires local government units to include disaster response plans in their programs and budgets, while national agencies will use funds from the National DRRM Fund for implementation.
The law imposes penalties, including prison time and fines, for neglect, misuse of funds, or interference with relief operations during declared disasters.
Additionally, the bill mandates the NDRRM to issue rules for implementation and creates a congressional oversight committee to monitor compliance.
