Metro Manila recorded 201.7 millimeters of rain in just five hours on Monday, with 138 mm falling within a two-hour period, causing widespread flooding across the capital.
The rainfall was equivalent to about 44 percent of the 455 mm dumped by Tropical Storm Ondoy over 24 hours in 2009.
The MMDA deployed flood control teams to clear clogged drainage systems and help floodwaters recede as several roads and communities experienced unusual flooding.
PAGASA placed Metro Manila under a yellow rainfall warning Tuesday and forecast another 50 to 100 mm of rain due to the southwest monsoon, with additional rainfall expected Wednesday.
Authorities warned that further rains could worsen flooding, prompting schools and government offices in affected areas to adopt alternative learning and work arrangements.
